标准方差表示一个集合中每个样本相对于样本平均值的偏离程度，举个例子来说吧，，

某个数列有5个数，分别是5，6，10，14，15，可以算出这个集合的平均数和中数都是10，

另外一个数列集合也有5个数，分别是9，9，10，11，11，同样，这个集合的平均数和中数也是10，

可以看出，第一个数列中样本数值的离散程度要比第二个数列高（就是第一个数列中每个代表的水平高低很不平均，而第二个数列中每位代表的水平就相对比较平均）。如果我们描述这两个集合的时候，只给领导汇报两个数列的平均数和中数的话（全是10），就会抹煞它们的内部代表的重大差别。因此，引入方差，可以较好的表示第二个数列的样本数值更集中（或者大家水平更平均一些，更接近吧，等等）。

从以上原因，可以看出本题目中的两个条件都不能使得我们对两个集合中样本数值偏离平均数值的情况有个基本的概念，因此应该选e阿.
