答案是D没有疑问，问题在于OG给出的BC的解释

C Eventual approval indicates that the flexibility exists to permit employees’ submissions at any
time.

疑问:
1.B的解释逻辑理解无能--!难道是想表达，只要在一个时区，consultion与上班时间的flexiable无关，不管你怎么安排，都能有时间做这事？
2.D中eventual approval怎么能indicate出后面的内容？我怎么觉得后面内容和是不是eventual approval无关啊。。。
如果理解成可以随时提交倒是能improve productivityD 感觉。。。但是想想又觉得是decrease, 你随时可以提交，但是别人不一定来了，也提交不了。。。。难道我推测过度了？

LZ过于纠结了。
我觉得题干中most likely的含义很关键。也就是说BC两个选项在某些时候是如LZ所说的，但是并不绝对（或者也有很大可能性是别的情况）。只有D most likely。

我倒是对A的意义比较有疑问 到底是这份工作需要员工不能被打扰 还是在工作中员工不会被他人所打扰 求讲解！

ls, 是前者。
但A选项 相对D选项更隐晦，不如D直接。 D的意思是以前大家都8点来，现在有的6点来，有的8点来，有的11点来，那么8点来的那个人如果想frequently和6点，11点来的人沟通就费劲了，因为大家不像以前一齐在8点出现了。
如果选A，则是如果这项工作需要不被周围人打扰，那么这个措施就不合适。 可是，涉及不到打扰的问题。如果认为谁早来谁晚来就是互相打扰了工作作息或环境，那就是主观臆断了。 That is not the point。
