做题时我选的是D  我仍然不明白D是错在哪里呢   proposed speed limit  与 the current one 对比不也可以吗？

我觉得Dlikely that they will。。。。并没有语法问题，但是前面已经强调主语drivers will be as likely。。。。如果再加上drivers will be as likely that they will 。。。没感觉是重复语义吗？？？？？？？没有E简练

D选项不平行

一来貌似在国外的forum来看，instructor普遍都认为likely后面只能+infinitive

二来，你这里是个比较，所以要平行

you can use the structure“ as likely that。。。。。 as that”

you cannot use the structure “ as likely that 。。。。 as noun”   （not parallel）
