Bill说每个公寓都应装smoke detector，说明Bill认为smoke detector对公寓是重要的.但Joe说不同意Bill的说法，说detector对私人住所与公寓都很重要，言下之意就是Joe以为Bill说detector对私人住所不重要，私人住所不需要装detector，只有公寓要装。
这样应该明白了吧。
