是一定正确的；用at some time没用at any time恰恰说明了一定正确，因为肯定是在某个时间有贸易出入该国了。

你认为的正确结论"Any trade embargo against Patria would be likely to fail"包含了"at any time"，所以"at some time"也正确，"at other time"也正确，当然题目不会出"at other time"因为"other time"没有比较对象。

本来和楼上同问的，但突然之间反应过来了。

B说如果国际社会都反对P国的话，禁运就可以成功。但是有可能大家都反对P国，可对于封锁P国的港口却不一定意见一致，而如果这个意见不一致，禁运就有可能不成功。

是不是这样理解？
