这篇argument关注的是这样的agency能否做到使report更balance, 而不是用不用这种方法。因此观众人数的多少，乃至观众能否理解，都irrelevant, 这样排除A B E

作者认为：Politica ladvocacy groups 用agency发表，可以直接传达政治观-----》信息会更balance，assumption就是这些信息本身不是bias的

然后D讲的是和agency没半点关系，也不要看。

本题的关注点是能够发表more political issues ,至于公众能否接受到，接受的怎么样无所谓~还有老方法出了它的传播途径单一，其他的没有被质疑
