C) is useless since it denotes a behavior DURING times of inflation. Based on the passage, inflation is NEGLIGIBLE. Thus, C) does not apply here.

E), on the other hand says that the elderly receive two types of income, one from the government, the other from their children. And their children will reduce their portions of assitance according to those from the government so that the TOTAL income for the eldrely remains the same!
