我是这么想的，nevertheless可以是副词也可以是连词
作连词的时候，一般放句首加逗号Nevertheless, access to education for rural and predominantly nomadic people in remote areas remains restricted.
作副词的时候放在句中But the win nevertheless continued Ireland's upward curve after their Grand Slam triumph last spring.

诚然，nevertheless是可以做连词。但是A、E的nevertheless都放在句子主语后面了。如果是连词，连接的是两个句子。而现在如此放置，恐怕不是很那么舒服吧~
