i want to know the meaning of "if not more so..."in the sample sentence,and why a ";"put in the middle of the "...as...as;if not more so,...",and a ","in the sample sentence.

强调部分是as extensive as ；

至于标点符号问题，倾向于“，”，不过不确定啊，同问。
