19、个人认为要从意思去理解，C中的if后面变成了前面的条件，这显然与文章意思不符合
20、that were在这里比较繁琐
26、情态动词一般不能自己随便给出，如果在A里面有情态V，其位置也不可以随意变动
proposal的用法：proposal for sth/doing sth
proposal to do sth(from Oxford dic)
