OG-24 求助!

ANS: D) ---> 我不懂的是, 怎样的conservation 呢? 平常时候吗?

但是如果能decreasing oil consumption,又何需through conservation呢?

D选项是指通过利用储存的油来降低oil consumption,这个consumption是相对

于international oil
market来说,既然用了储存的油,那必然不用进口那么多油,那对于进口油的

consumption就降低了,从而减小了international
oil对改国的影响。(这里并不是指该国家对oil的总消耗能力)
