The main clause is "Retail sales rose 8/10 of 1 percent

in August", followed by a qualifying clause "intensifying

expectations THAT. . ."

No two independent sentences.

D选项OG说也是对的，只是没有B好，但是D选项逗号后面根本不是句子，而B选项后面是句子，必然有一个是错的。真不明白OG是怎么想的。

"personal spending in the July-September quarter would more than double" modifies EXPECTATIONS.  So B选项后面 不是句子

a qualifying clause 是限定性定从的意思吗？这里that引导的应该是同位语从句吧。
