此题的正确答案为D.  我看了其它的帖，大家的分析是 D选项说有20%的人选择另一条路，这样使two bridges 的toll 减少，从而会影响effectiveness of the authority's plan to finance the proposed improvements。 可是我认为，毕竟还有80%的人还是选择原来的bridges，只要这个 tolls 提高的幅度增大是可以弥补这流失的20%的人所要交的费用。所以我觉得D并没有构成削弱啊

文章问的是有效性会减弱。。。

也就是说，在不考虑以下情况真实出现的条件下，政府按照他们的构

想推行了这个plan，比如说让过桥费每辆车增加3刀，然后市民接受

了这个plan，愿意多掏3刀，一切安好，那么effectiveness就是100%，

但是现在出现一个情况，

有一小撮不安分守已的公民对这个plan质疑了，他们不愿意为政府买

单，转而走其他的路了，此时政府的plan的有效性就打折扣了，因为

他筹不到那么多的钱了，而且剩下的人任然还是会只掏3刀去过桥，

但是政府i如果说不行啊，有一小撮人不愿意走，不想掏钱，所以你

么剩下的80%的人去买100%的单，那么也就说你说的提高tolls的幅度

来弥补损失，那么我继续钻下去，那80%的人中肯定有人不干了，行，

老子不买账了，老子也跟那一小撮人一起不走这路了，政府的

effectiveness再次被削弱，那么政府再继续说提价，又有人不走，

结果继续抽不到钱，有效性继续下降，直到最后没有人会undertake，

都不走这条路了，plan的有效性就变为0了。

所以，D选项是weaken了政府提出plan时构想的100%有效性的initial

thought。

希望lz不要钻牛角尖，而且其他选项也没有D选项更为明确和直接，

跟政府plan的有效性联系这么紧密，
