但我不能了解最後一句話的結論跟原文之間有什麼discrepancy?感覺上B的答案好像是一種假設,但除了B沒有更好的答案了

原文说,新措施实施后,死的人少了很多。说明新措施是有效的;(这里文中有一个潜在推理或者假设:新措施有效是通过降低了21岁以下人的喝酒量来实现的。)最后一句说实际上21岁以下的人喝的酒并没有减少。---- 与这个潜在推理/假设矛盾。(discrepancy).

B说在酒吧和餐馆里喝酒的人少了很多。这里有一个推测和一个假设,推测,新措施后,相当一部分喝酒的人从酒吧和餐馆转移到了家里;假设,在家里喝酒不会受新措施限制。基于原文喝酒的总量没变,推测成立。这个假设算是一个COMMON SENSE,所以选B.
