题意应该是:该市有二种交通方式,highway and rail way. 计划通过rail way expension来分流highway的交通,A选项表明,大部分的市民希望计划完成后less congestion during their highway commute, 就是说大部分市民都不想去走rail way, 所以根本不分达到分流的效果,也就不会减少high way的congestion.
