文中只是讲了progressive tax rate 并不能真正实现公平，有钱人有各种方法避税。但是并没有讲FLAT tax 有什么好或不好，所以C是错的，D才是对的。

Moreover, under progressive rate system，the poor was also penalized, because the rich has various methods to reduce their taxes often under the poor's lever. To this point, the poor doesn't penalized under faire rate system.

higher-income taxpayer 往往比Lower-income taxpayer 征收的更低~~

我觉得flat对低收入人群是好还是不好不一定的，flat的税率高于progress时低收入人群的税率，则flat相对来说就penalize了穷人，选C；但是如果flat税率低于progress的低收入税率，那相对来说就对穷人fairer一点么，选E；所以题设没有给，只能选D
