我的理解是这样：

题目里讲了bus会做两件事：一件是driving(transporting pasengers)，另一件事idle。

idle和drive产生一样量的废气。

现在有了停车场，1/3的bus就不会idle了，所以污染就会下降。

C：bus花在transport的时间少于1/4。说明有3/4的时间都在idle。现在有了停车产，1/3的bus不用idle了，自然废气就少了。

E：不能停车的bus中有一些在idle。这个some就不好，有些idle，那另外一些在干什么是不知道的。所以到底废气下降不下降我们不知道，无关。

我是这么理解的。。C选项，Tour buses typically spend less than one-quarter of the time they are in Palitito transporting passengers from one site to another.意思是tour buses运送顾客的时间还不到全部在palitito时间的四分之一，也就是说它停下来idling等游客的时间是占四分之三，说明时间很长，应该治理，因此support了。E选项说Some of the tour buses that are unable to find parking drive around Palitito while their passengers are visiting a sit.文章中说了正常的开车的话，排放废气是没有idling多的，(and idling produces as much exhaust as driving)。。所以要说mostly support 的话，C肯定是咯。。我的拙见哈。俺5月考。。做逻辑脑袋也很混乱。。杯具

idle 就是车打到P档，不关发动机，所以和开着车一样。

parking就是车的发动机关了，没有尾气排放了。
