Women fight for suffrage using legal rights
Woman A used laws, but defined it with NO confrontation to existing laws.
Woman B used laws that could bring up the highest possibility of achieving woman suffrage. The passage goes on gives an example of women B's case in Illinois. When woman B brought up a case but the state found it was conflict with a previous state ruling, woman B have to present women's maternity require special treatment to win the legal battle.
Q. primary purpose: compare two women's approaches to suffrage
