"if" obviously doesn't make sense here 'cause "students have the objection" is not the premise for shcool to collect money,rather, the sentence means to express the fact that EVEN IF students object activities, Unis can STILL collect money from them, AS LONG AS the group's views are not concermed.

the reason why A is rolled out involves with "they", which doesn't have clear reference.
