是选D吗？划线前a surge 是主语  所以A的have不对 BC的being错 D选项后的that从句这里做同位语  所以排除E
PS：这个BCE的时态  是不是有点问题呢  如果用时态来排除的话  是不是就可以直接选D了呢   请NN回答

这个题做题的话肯定不用考虑修饰的问题，不过我在有的总结上看到说finally修饰的问题，就像顺带总结一下的，谢楼上～～
