的确存在they指代不清，they是指investor和 Federal Reserve，还是指这他们的决定，这里不清楚；

对于某事或人的怀疑或者担忧，一般不用of 而用over, speculation over sth.或者用一个that定于从句。

because they指代不清，但是by making,的逻辑主语很清楚，就是investor和 Federal Reserve的决定making 后面的事情happen。

从逻辑上来分析, "they" 只能指代FEDERAL RESERVE'S DECISION  和 investor's spulation. 只有它们才能使存钱更有吸引力. 我还有一个问题, 我记得好象是help do sth 吧??? 哪位NN帮帮忙~

我倒觉得不是指代不清，investors在所有格上不可能被指代，这句话完全可以正确的指代both...and...

根本问题是because...改变了原句“凭借..."的意思，这个才是最根本的

一個non-possessive的pronoun不能指代一個possessive noun中的noun.  所以they是沒有指代對象.
