In anattempt to reduce the crime rate, the governor is getting tough on criminalsand making prison conditions harsher. Part of this effort has been to deny inmates the access they formerlyhad to college-level courses.  However,this action is clearly counter to the governor’s ultimate goal, since afterbeing released form prison, inmates who had taken such courses committed farfewer crimes overall than other inmates.

A.   Not being able to take college-level courseswhile in prison is unlikely to deter anyone from a crime that he or she mightotherwise have committed.

为了减少犯罪率，政府要准备采取更严厉的措施。其中一部分是不让服刑人员学习。但是这个措施是违背本来的意愿的，因为学习的人比不学习的出去犯罪率低。也就是说这样会增加犯罪率。

也就是 college-level courses  其实是没用的

懂了。。可是不是应该是college-level courses产生作用了所以犯人出狱后的犯罪率才会降低么。。

选C是因为这是结论的前提，也就是说那些选择去上college-level courses的犯罪本来与不选择上课的罪犯 释放后再次犯罪的几率相同，但是college-level courses降低了他们出去后的犯罪几率。所以，可以得到结论 -- 不让服刑人员上课，是违背降低犯罪率的意愿的
