1.答案C和D 有什么本质区别啊？ OG的解说LESS是名词 LOWER是形容词 ，amount to 应该加名词 所以选C
觉得不怎么信服。。。恳求大牛指点啊
2.我个人还个更偏向与D，因为数量的多少是用高低（high/low）而非（less/more），对吗？

我也不懂，搜了一下，跟据manhatten靠谱的解释:
objects of prepositions MUST be nouns.
"lower" is never a noun. never.
这么说，这个考点只有靠记忆了。。。

我认为less than one percent of the ...是整块充当AMOUNT TO 后面的名词，金钱方面是说更少。不是更低所以选择C项，期待牛牛回答

a is greater than 100.   ( greater  used with only number)
a is more than 100%

lower than 1% , does not seems to be as good as : less than 1%.

We do say: the price/the temperature is lower
