E是开设了课程，但是孩子们未必会参加；C差不多就是无关吧，题干中是关注3-6点的情况

C咋个无关法啊？？主要目的不就是减少serious crimes么？不过唯一别扭的是后边的状语  when they are at home，是不是变成在家犯罪了？？？

对啊，在家也会犯罪的话，就完全跟题意不符合了吧？

但要是这么说的话，题目直说大家对teenager犯serious crimes的频率升高而担心，也没说是不是人家在家犯的啊，我晕啊晕啊！！！！

C选项不是support吗?
Teenagers不在家比较容易犯罪，那3:00pm~6:00pm不在家不就support这方案没用吗?
