这里的children不是小孩的意思而是子女的意思，在这里子女是已经有收入的人，E选项说老人的收入一般是由子女补充的，而子女对老人收入的补充只保证老人能够过得舒适。
换言之就是老人的政府养老金其实不够老人生活的舒适，所以还有一部分是子女负担，而政府提高了养老金，那么子女可能会减少对老人的收入的补充，最终老人的生活没有得到改善
