用排除法就可以做出来的。A和D无关，C和D太绝对，

C的意思就是说既然不存在这样的correlation，那么 reduction in national budget deficit 也就不一定会 lead to the reduction in trade deficit. 好象就是把no correlation变了个法说了一下。
