好难的问题呀！第一遍我一个答案都没看出来，回头再看的时候才选A。

政府禁止处方药涨价，处方药的销量并没有上升。但是A则是说大量代替旧药的新药上市，由于新药的价格通常比旧药高（常识），所以一样能够起到加大处方药支出的效果。 所以选A

如果新药是由于技术进步引起的，不是更便宜嘛。

选项没有说新药的价格一定比现存的药价高，这只是其中一种可能性。

但是如果存在这种可能性是能够解释文章所说的原因的。所以A是最佳答案。

解释题不需要充分必要条件出现，所以不应该把答案解释为由于新药的价格通常比旧药高（常识）。
