提高pension前，老人生活用钱来自子女，由于政府提高了pension，子女给的钱相对要减少。其实老人的生活状态没有变化，只是钱的来源变了，所以其住地经济不会提高。

然而子女因为不用负担老人生活费了，节省的钱自己花了，子女住地经济提高了。
