因为它和短期利率上升共同构成lose money 的原因

而是可不可以把they are unable to raise看成是主句的一部分（单从形式上考虑）：
they sometimes lose money (when short-term rates rise ）and they are unable to raise
不过这样的话好像就重复主语they了。
