Ｂ中，even if it is by no means certain that the expenditure of large sums of money will produce．我觉得这个will 有必要保留啊，表示不知道真正建造时需要多少花费，而真正建造时是将来的事情啊

说到底 even if 和 even though 中的even都是表示语气的加强，是“即使”的意思，故even if是"即使如果"，even though是"即使尽管"

而if引导的从句使用will必错这是一定的，所以even if其实也不能引导带有将来时的从句
