这道题目选C，但是我对于B和C这两个选项有疑问。我觉得B选项是说civillian business需要的scientific and engineering都去进行这个project了，所以civillian business应该挣到更多的钱才对啊，就应该不是削弱啊。C选项是说civillian business要提供很多东西就要浪费钱啊，就是削弱啊，为什么答案不对呢？谢谢大家。
