Q1:

So dogged were Frances Perkins’ investigations of the garment industry, and her lobbying for wage and hour reform was persistent, Alfred E. Smith and Franklin D. Roosevelt recruited Perkins to work within the government, rather than as a social worker.

E. so persistent her lobbying for wage and hour reform, that

I really don't get it why E not C? I guess E is missing a verb "were" after "so persistent"

那么C中的her lobbying for wage and hour reform persistent算是什么成分啊?我觉得E中SO引导的是多前句的说明,想同位语.
把所有的困苦都看做是有意义的,是生命对你的磨练,也许,是为了让你成大事而做准备。

you mean parallel?  "so...dogged" and "so...persistent", well I agree, but if you missing a verb in the second sentence, it just doesn't sound right
