 that代表的是level，这题毫无疑问的要选B啊

这里不是虚拟语气，因为if从句里面用的是现在时态。

谢谢，是选B.看起来语法真都忘记了，虚拟语气也很少见考到啊。

另外，我老觉得 相互比较的是carbon emissions.我再仔细咂摸咂摸
