这边 to 因该介词 后面接N
致于delay ,  和 delays
因该是因为 前面 a 55 percent increase 的关系 ,增加的delay,因该会是多数

从牛津在线字典上查到的：

increase『verb [I or T]』： to (make something) become larger in amount or size

这里如果delay用单数，那么句意变成: The recent surge in the number of airplain

flight...,making delay become larger in size. 前面说的是数量，但是后面增加的变成size，不合逻

辑。所以要用delays。

to lead...不是不定式，是介词短语，但是这个介词短语的修饰对象不明确，逻辑上应该当状语修饰has

clogged，但是可能存在做定语修饰前面的system，改成分词短语明确修饰has clogged。
