天山-4-38 一直想不明白。 In one state, all cities and most towns have antismoking ordinances. 但答案给出的是E? 我认为其中的fire authorities 根本是无关选项。

现在我觉得B也正确。因为原题中最后一句正好提到了in most retail establishments and in government offices that are open to the public. 跟答案B中In rural areas of the state 对应,也就是在这些地方因为没有那么多office,必然导致misleading.
