D 我觉的是无关。因为原文中“are typically more severe than in Europe”,说的是程度,而D描述的是数量。

个人观点:B、C为他因削弱,没有争议;E为有因无果的削弱,也无争议。A为他因消弱,D也有削弱。在A-->B的过程中,攻击了A也属削弱的一咱,D属于攻击A。因此,这5个选项都应为削弱。只是A、D相比起来,D更差一些。个人感觉这题应该是我们自己编的吧,不应是真题!
