any other表示“任何另外一个”必须用单数，就象我们初中时最常见的例子Jim is taller than any other one(而不是ones) in the class。

第2种改法that与cities不能搭配，应改成those,而改成了those又与前面的growth不搭配，所以只能用 that of any other city
