being passed 这个地方用的不对， 应该是a law that had been passed，而that had been都可以省略

名词后连续跟两个形容这个名词的分词，不合适

应该把其中一个分词改成从句，这样读起来才明白易懂

这题很明显是因果关系
First, "with a law passed" in B sounds wired,
Second,  if it is not fatal,  "makes it" in B should be "made it", the whole sentence is in past tense.
Thrid, "that......that...." in B totally flawed

IMO, D is the best choice.
