1 这是因为题目问的是M. Siuzdak’s response ,而原文M. Siuzdak显然是针对A选项展开 批驳的

而且原文也没有说或者暗示 voters are willing to elect a businessman with political experience to ---就会很多

2 第二题

我觉得这里的关键是E和B成立都是有条件的,比如说E 成立的前提是平均税率的税负对于低收入者来说比累进税率低,可是如果平均税率很高,累进税率也有很多空子给低收入者钻,E就不正确了

B也就是 政府收到的总税额相对于平均税率来讲更高成立的前提取决于纳税人数和税负,文中只提到高收入者钻空子,可是政府总税收额不一定一定少于平均税率,如果平均税率很低,或者钻空子的高收入者少之又少,B就不正确了
