1.打着的本意是指望打折能多卖点，但是有人要在打折的基础上再要返点，那就亏大了

2.出口关税高，保证国内的坚果卖给国内厂家，但是卖不出好价钱（因为关税去掉，国际上的价格是好价格，所以会有很多人种坚果profit，文章讲的）但是呢，这些厂都在urban，去掉关税，会打击政府控制urban失业率的工作（因为都卖给国际市场了，国内这些在urban的工厂要关门了）
