Whether the individual nations or the International leadership and worldwide cooperation are in better position to take the role to conserve energy is not an issue that should be addressed simply over the measurements of the sacrifices, or benefit for future generations. Such an issue should be considered from various perspective: Which party is in a more efficient position to drive the conserve action; How such energy source matters to the each party; What benefit each is looking for; Who will be really benefit from such a conservation. etc. In my opinion, International leadership has its priorities in terms of resource, fund and relatively stable long term drive; But as conservation is not a job that can be structured over hundreds of years period of time, it's more efficient and rational to let the individual nations to make the action to conserve the energy. First of all, Individual countries are the most direct beneficial party to the conservation of energy, therefore, they are positioned to advantage this action on top of all other issues when the importance is clearly stated and accepted. As in the modern society, majority of governments are very aware of the importance to conserve energy, therefore, the mere issue is centered at who can take better actions and quicker actions. Individual countries are more dominate in terms of information, geographic conditions, and are more efficient in organizing the manpower to make the conservation. However, the international leadership and worldwide organization may still need some stand procedures to decide on each step of action and each step of resource to use, such procedure needs to consider various benefit from different parties, and in some circumstance may appeal to be rather weak in efficiency and manpower driven. Second, Individual countries can conduct the conservation in a most economical way, as the benefits and cost, legation and supervise system are centralized to one party. Therefore, waste of manpower, money and time can be necessarily avoided. As conservation is a long term action, it takes great effort to enforce a policy, and even longer term and more resources to maintain a result of conservation. Take China's conservation of oil for example. The oil speculation, manufactory, recycling, conservation, consumption plan is centralized, which make it possible for the same oil company necessary to think about commercial benefit and strategic conservation at the same time. When there's action in the North West China regarding oil smugling, the government can immediately make it a halt through its restricted legal and administrative system that are set closely to each other. Reports are submitted on yearly bases of sites that need to be alerted for conservation, and government can implement an action within as short as one day under minimized cost. However, we can not expect an International leadership to be able to accomplish analysis, strategy plan, resource organizing, action implementation within one day and even to run an action under bottom level of cost; Often when the international leadership or worldwide cooperation take final action, it is long behind the lost. Although, we can not ignore that international leadership has its strength, as each decision is carefully made upon experiences globally, advanced technology or strategy that can be implemented timely, resources can be supported upon request almost unlimitedly. We must not neglect that some individual countries may not necessarily apply the efficiency at all, some may have deeply corrupted government that drive the energy conservation to nowhere but some official's pockets and put future generations aside. Merely it is rather the best that the individual country and international leadership work together. In sum, conservation at present is not merely a concept that needed to be educated, it's rather an action that needs to be taken immediately, I think individual country are in better position to drive it efficiently, and ideally working together with the worldwide cooperation. |
