不过我觉得文章暗含的意思是这个proposal的“大目的”是“消除对telescope observation的坏影响的大部分”,因为大部分的影响来自于the large satellites

但是这个目的文章中并没有明确地写出来,能看清楚的只有你说的“小目的”——to eliminate interference from nonfuctioning satellites。根据这个目的来看,我觉得E是无关选项
