both have pros & cons. 1. engineer in Fortune 500 pros: brand name, higher salary (maybe?) cons: there are just too many engineers in Fortune 500, how will you stand out? also, it usually takes long time to be promoted in big company 2. department manager in small company pros: manager title, faster career path, steep learning curve, leadership experience cons: adcoms probably never heard of this company, lower pay (?) conclusion: i think you should choose Option 2.
