我觉得E不对的理由是：raising fears that 后面引导的从句不应该是虚拟语气

如果raising修饰前面整句话，表明专家小组的建议引起了恐惧，恐惧的是别的国家会怎么怎么做，即使要用虚拟语气，也应该是would。

虚拟语气中能省略的只有should是吗？

注意前面的sell about,然后这里是recommended, 是一个研究结果，所以要使用一般现

但是还是觉得怪怪的~~~一般不都是恐惧什么事，这件事是还没发生而将要发生的吧，一

般现在时是已经发生了，总觉得有点不通。。。

other countries that do the same and inundate。

只有e能表达这个意思。

虚拟不虚拟的无所谓的，因为反正sell是线外的，不再考虑范围之内。

不考虑虚拟的话，总觉得不对呀~~那D为什么不对呢？

D 用了独立主格做结尾，表示伴随原因、状态、条件（注意：没有伴随动作）。并

sth done，可能含已完成的意思。容易引起误解！GMAT忌讳引起误解的选项。

而E，raising为状语，表伴随动作。从句意逻辑上来说，E比较合适。
