我认为两个都不对，答案为A。老白曾日：so as to 后不能跟被动，另外，so as to 主要用于系表结构。本题都不符，如何对？如果说B，时态也不对，哪位解一下？

1、一般说，so as to 主要用于简单的系表结构，这是没错的。但并不是绝对的！因为ETS的语法选项是找出最佳选项，而不是正确选项！
从这题来讲，后面被动用法是必须的，因为根据句仪应为：many corporationsas not to be hindered by  ，而且如果不用被动用法，则by 就无承受者了。
注意：关于SO AS TO 中AS 的用法似乎还有他说，容我查证后再答复你，请注意翻贴！

没见过有哪个书上写SO THAT 后不能换主语呀！不过读起来不舒服，另外时态错。 .
