请教这2个句子的理解分析

帮忙看看这2个句子怎么翻译，句子的主干是怎么划分的，怎么看都觉得自己理解的有问题。

但第一句里的 whether 用的很不明白。要翻译成什么？不知道为什么，我总觉得用how更舒服呢。

第2句里，before Australia was Australia如果用中文表达应该怎么说呢？
