are you sure your question is correct?

IMHO

2 -> not sufficient

1-> sufficient

~ (at least one not favor) = both favor , ~() means complement

therefore, both favor should be 100-40=60.... however, it seems

that it is impossible based on the figures of your question

the range of (at least one not favor) should be 70 to 100

or am i wrong... you mean at least one UNFAVOR...then answer is 1
