position是观点的意思，第二个黑体由since引出，说明是个evidence

首先first没说错啊 只是说evidence不足

后面那个应该是evidence

identify，全文也没有说这个claim是错的，只是说提出这个claim的证据不足
claim是钱花的不值，evidence是花钱但是emmision还在increase，而第二个黑体

的地方是说为什么花钱了但是emmision还在increase－－建了新设备，所以是

明白了，原来作者对是赞同waste这个观点的，我看到however我还以为他反对这个观点呢。
