F只有11张票的话，剩下的29张票不管怎么分，剩下的两个人总会有至少一个人票比F多，所以F一定不是

票数最多的

B不对

H有14张票，F可能有26张票G没有，那么F最多；也可能H-14, F-13,G-14，F不是最多，不确定。
