现在想要把它推广到全国，就是说还有很多乡下地方没有这个法律。而他们是怎么推广的呢，把这个提议放在当地的零售店，来请求人们的支持，而乡下的没有什么零售店。。。 所以说这个方按很难说是成功的，因为没有得到应该执行这个方安的广大的农民兄弟的支持

我觉得只有这个才说明了misleading to voters who understand the proposal，因为一个国家所有的城市和大多数的城镇都都有了禁止抽烟的法律 ，所以推广到全国与他们无关，只与广大的农民兄弟的支持 有关

明白多了,谢谢...这应该是个削弱题吧?...作题的时候没有太明白misleading to 在这里的意思....是翻译为误导还是丧失..有点迷惑
